This notice is to advise the public of the availability of the Draft Environmental Assessment (EA) for the replacement Airport Traffic Control Tower (ATCT) and Airfield Lighting Vault (AFLV) at Trenton-Mercer Airport.

A Draft EA was prepared to evaluate the potential environmental impact associated with Mercer County’s proposal for a new (replacement) ATCT and AFLV on airport property. The existing ATCT, constructed in 1961, has exceeded its design useful life, does not permit air traffic controllers to view all operating areas of the Airport, and requires employees to cross a movement area to access the ATCT. Other significant challenges presented by the current ATCT include the facility being out of compliance with the Americans with Disabilities Act (ADA) and the presence of asbestos and lead-based paint, two materials proven to be hazardous to human health.

In addition, the existing AFLV, installed in 1993, has also exceeded its design useful life and requires timely replacement.

The proposed project would include the construction of new (replacement) ATCT and AFLV buildings and new or relocated communications/navigation equipment, data circuits, appurtenant antennae, red obstruction lights (within or attached to new replacement tower), and electrical equipment. In addition, the proposed project would include the relocation (or provision of new) airport beacon atop the new replacement ATCT; site improvements, including a new access road, employee parking, utilities, and landscaping; and demolition and removal of the existing ATCT and AFLV and restoration of the existing sites to grassland.

An EA, under the National Environmental Policy Act (NEPA), is a concise public document that provides sufficient information and analysis for determining whether the Federal Aviation Administration (FAA) should issue a Finding of No Significant Impact (FONSI) or request additional review to further analyze the proposed project and its alternatives. It is designed to help public officials make decisions that are based on an understanding of the potential human and physical environmental consequences of the proposed project.

Public Review and Comment Period

The EA report is available for a 30-day public review and comment period, during which the opportunity for a Public Hearing can be requested.

Public comments will be accepted in writing or via email until 5:00 PM on November 7, 2026.

Public comments received on the project will be submitted to the FAA for consideration and inclusion in the Final EA.
